Kenya Imposes New Licensing Rules and $390,000 Fines on Foreign Gambling Operators

Kenyan authorities have introduced updated regulatory requirements for international gambling platforms serving players within the country. Operators must comply with the new framework or face penalties reaching $390,000.

Foreign companies now need to implement IP-based geoblocking and identity verification systems to prevent Kenyan residents from accessing their services. The national regulator will conduct technical audits of digital infrastructure and maintain real-time remote access to operator servers.

Licensing and Player Protection

The updated framework requires a minimum paid capital of $780,000 and a bank guarantee of $1,560,000 for license approval. Regulators also gained authority to restrict gambling access for family members upon request and mandate temporary account suspensions for players showing signs of problematic behavior. Officials note these steps aim to reduce revenue flow to unlicensed platforms, while acknowledging that virtual private networks and cryptocurrency may allow some users to bypass the restrictions.
